Senate Republicans made the cuts in an amendment brought at 3 a.m. shortly before it approved its budget proposal.

House Budget Chairwoman Leslie Osborn, R-Mustang, said lawmakers will be able to read through the bills before they are officially presented on the floor.

Leger, the House's top-ranking Democrat, believes the criminal justice bills would have passed Thursday, but the debate would have been contentious, something he is hoping to avoid. It would require school districts to provide single occupancy bathrooms, locker rooms and changing facilities for students.

The House was expected to vote on six bills stemming from a task force's recommendations aimed at decreasing the state's highest-in-the-nation incarceration rate and saving millions of dollars annually.

After weeks of meetings, Senate Republicans attempting to hash out a way forward on a bill to repeal and replace the Affordable Care Act are no closer to agreeing how the country's health care system should operate.

Rob Portman (R-Ohio), who has put himself at the center of the main GOP working group trying to come up with a bill, along with the chairmen of the three relevant committees. The Committee is comprised of 25 members: eight citizen members are appointed by the Speaker of the House of Representatives, the Minority Leader of the House, the Senate Majority Leader, and the Senate Minority Leader, with the remaining 17 members from two Federal agencies: the Government Accounting Office and the Department of Health & Human Services. The House upheld that ruling on a lopsided voice vote.

The majority of state agencies also included in the bill received a 5 percent cut, except those considered core agencies.

"Through a full repeal of the 2012 tax experiment, we could adequately fund our public schools", Carmichael said.

Attorneys for four school districts that sued the state have said such an increase would not be sufficient to satisfy the court.

The Texas legislative session ends on Monday. The first win for Democrats was passing an amendment to raise the expiration length to four years, reflecting Ramos's order, from two years, which was originally in the bill.

Kansas faces projected budget shortfalls totaling $887 million through June 2019, and the state Supreme Court has said funding for public schools is inadequate.

Legislative leaders budgeted for a 100-day session this year - a mark passed on Wednesday.

The Senate Finance Committee met and voted along party lines - with 11 Republicans in favor and six Democrats opposed - to approve changes made to the House's tax reform bill, including a proposed increase in the sales tax from 6 percent to 7.25 percent.

After months of back and forth over how to fix what ails funding for Texas schools, lawmakers argued late into the night, Wednesday over a bill that would pump more state money into school budgets statewide.

Other plans that have been considered have ranged from about $900 million over two years to $1.1 billion.
