Vietnam among countries with lowest travel security risks

It specifically advised Americans not to travel to Jammu and Kashmir, except for eastern Ladakh and Leh, and not to venture within 10 miles of the India-Pakistan border due to the "potential for armed conflict".

What is the new system like?

The advisory further suggested that Americans desiring to visit India must not travel alone, particularly if they were women.

The bureau's Acting Deputy Assistant Secretary for Overseas Citizen Services, Michelle Bernier-Toth, in a teleconference briefing on Monday, said the improvement made was the first major overhaul after so many years and that the assessment of countries was conducted based on information provided by various parties. "I personally was exhausted of explaining the difference between a travel warning and a travel alert, even to some of my colleagues", she said. They also advised against travel to Manipur. The new system includes a "Travel Advisory" that provides levels of safety ranging from 1-4 for every country.

As well as Slovakia, Australia, Canada, Austria and the Czech Republic are in this group.

Rwanda is the only East African country placed under level-one rating, under which USA citizens are advises to "exercise normal precautions".

The Naxalites have conducted frequent terrorist attacks on local police, paramilitary forces, and government officials, it added. Alerts will inform USA citizens of specific safety and security concerns in a country, such as demonstrations, crime trends, and weather events.

Specifically, Level 1 is "Exercise Normal Precautions"; Level 2 "Exercise Increased Caution; Level 3 "Reconsider Travel"; and Level 4 "Do Not Travel".

Perennial US adversary Russian Federation was listed as a Tier 3 country, due to the risk of "terrorism and harassment".

Level 4 is for do-not-travel countries, those with a "greater likelihood of life-threatening risks" in which the US government may be limited in its ability to help.

Hong Kong has been ranked one of the world's safest cities, according to the United States' newly-improved travel advisory system.

Right now, Mexico ranks as a level two overall, but the state of Tamaulipas is a level four due to crime.

US citizens are not banned from traveling to level 4 countries. The State Department noted that there "are no US government restrictions" in tourist areas in both those states, including Ensenada, Rosarito, Tijuana, Cabo San Lucas, San Jose del Cabo and La Paz.
