Autopsies will be conducted, Forghani says.

Sheriff's spokeswoman Navideh Forghani said evidence at the scene indicated foul play.

The sheriff's office is still investigating.

Relatives told KSAZ that they had called the Department of Child Services on several occasions out of fear for the children's safety, saying they thought Velasquez was mentally unstable.

The children's names were not made public.

At around 11:15 p.m., detectives from the Pinal Sheriff's Office were called to assist the Superior Police Department after they found the bodies, the station reports. "There were no legal grounds to remove the children from the parent's custody".

She said Tuesday there was no immediate information available on the circumstances of their deaths or if anyone had been arrested or detained.

Brittany Velasquez, 21, was arrested and booked into jail on suspicion of murder, FOX10 Phoenix reported.

The family member said she was having difficulties taking care of the children in Velasquez's absence.

Lamb said there are numerous small, economically depressed mining towns like Superior around central Arizona's Pinal County.

No one answered the door Tuesday at the run-down, one-story brick house in the community of about 3,000 people.

They were still strapped in vehicle seats inside when police arrived.

Broken wooden furniture, cardboard boxes and a rusted barbeque grill littered the dried up grass in the front yard. Authorities said the vehicle the children had been in was towed away earlier.
