He added that Mr Trump's insistence on contradicting intelligence chiefs, particularly in relation to Russian meddling in United States elections, "harms our ability to defend ourselves".

Biegun made clear the US also intends to verify denuclearization.

This would be attained "at some point through a comprehensive declaration" and would enable "expert access and monitoring mechanisms of key sites to worldwide standards".

In an interview with Fox News Channel, Pompeo said the North Koreans had agreed the second summit between the two leaders would be held at the end of February.

He said he was making "tremendous progress" with North Korea.

Responding to questions, Mr Biegun said the USA would not lift sanctions until North Korean denuclearisation was complete, but added: "We did not say we will not do anything until you do everything".

"Exactly what these measures are are a matter I plan to discuss with my North Korean counterpart during our next set of meetings", CNN quoted Biegun as saying.

"I fully expect that someday we will have good relations with Russian Federation again!" "It has never been discussed", Biegun added. North Korea has not since dismantled its nuclear weapon cache, though it has halted nuclear testing for the past year.

The meeting between Trump and Kim, which is expected to take place at the end of February, will be the two leaders' second face-to-face encounter following their meeting in Singapore last June.

During the annual Worldwide Threats hearing on Tuesday, top US Intelligence officials outlined what possible threat scenarios the US and its allies are facing in 2019, describing for senators the dangers posed by the Islamic State, North Korea, and Iran - as well as the resurgent great-power threats out of China and Russian Federation. He said that major progress has been made with North Korea.

"We say we will not lift sanctions until denuclearisation is complete".

The North could offer to shut down its Yongbyon nuclear facility and Tongchang-ri missile base while handing over its intercontinental ballistic missiles, while the US could offer to open a liaison office, expand humanitarian aid and ease sanctions. "North Korea relations" is "prosperity, along with denuclearization and peace", he added.

Biegun said the US still does not know what those measures would be, but hopes to find out soon.

Trump also described USA relations with China positively Thursday, saying the two were cooperating and reaching a deal, despite the intelligence community's talks of power threats earlier in the week.

"President Trump is ready to end this war", he said. Yeah, we're going to announce it pretty soon. "We are not seeking to topple the North Korean regime". "I think I'm right, but time will prove that".

"We continue to assess that Iran is not now undertaking the key nuclear-weapons-development activities we judge necessary to produce a nuclear device", Coats said in testimony accompanying the USA intelligence community's Worldwide Threat Assessment.
